Measurements are of the garment laid flat, not of your body. A 40 inch chest on this chart means the garment measures 40 inches around, which fits a 38 to 39 inch body with room to move.
Reading the chart
The numbers are the garment, measured flat, in inches. They are not body measurements and they are not the same thing. A shirt that measures 40 inches around the chest sits comfortably on a body of about 38 inches, because clothing needs room to move in. If you order to your body measurement you will get something tight.
Regular against oversized
Oversized is a different block, not a larger size. It has a dropped shoulder, a wider body and a shorter relative length, and it is meant to sit away from you. If you want an oversized style closer to the body, take one size down. If you want a regular style looser, take one size up rather than switching to oversized.
Letter sizes and numbers
Indian retail quotes both. The chest column is the conversion: a size 40 is the row whose chest measures 40 inches, which on this chart is a medium. That mapping holds for the regular fit styles and not for the oversized ones, where the chest is deliberately larger than the label suggests.

Are the measurements in inches or centimetres?
Inches, measured on the garment laid flat. Multiply by 2.54 for centimetres.
Is the chest my chest or the t-shirt's?
The t-shirt's, measured flat across and doubled. Order a garment chest about two inches larger than your body for a regular fit.
What if I am between two sizes?
Take the larger one for a regular fit, the smaller one if you want it close. For oversized styles take the smaller one.
Does every style use the same chart?
No. Regular fit adult tops share this chart. Oversized, kids and accessories measure differently and carry their own chart on the product page.
How much tolerance is there?
Half an inch either way on any measurement. That is normal for cut and sewn garments and is not a defect.
What sizes do you stock?
Nine adult sizes, XS to 5XL, and kids from 1Y-2Y to 13Y-14Y.
